Memorandum 2 Congratulations on an excellent second meeting that we held at West Jay Middle School! We took our first steps in our assessment process by taking a look at our county’s civic infrastructure. The civic infrastructure is the invisible systems that are the basis for how a community works to address challenges and make decisions. It looks at how we fulfill roles and responsibilities in the key sectors of the county; how these sectors work together to problem solve and how the Jay County community continues to build skills and capacities to address ongoing challenges as they emerge. The National Civic League does not differentiate communities by those that have problems and those that do not. The fact is every community has challenges. We differentiate communities by those that work versus those that struggle. Communities that work still have challenges and disagreements, but they keep moving forward because of the existing networks, relationships and problem solving skills that they effectively utilize on a regular basis.
